How to Win Subcontracts from Prime Contractors: A Small Business Playbook

Many small businesses break into public-sector work not by winning a prime contract on day one, but by becoming a reliable subcontractor to a company that already holds the award. Prime contractors often need dependable partners to meet scope, schedule, and small-business participation goals. Here is a practical playbook to get on their radar and stay there.

1. Pick the Primes That Actually Fit You

Start with your capability, not with the biggest names. Look at recent awards in your industry and region, note which companies keep winning, and check whether your services fill a gap in their typical scope.

  • Search public award data on SAM.gov and USAspending.gov for your NAICS codes.

  • List 10 to 15 primes that regularly win work you could support.

  • Note each prime's small-business liaison or supplier-diversity contact.

2. Register Where Primes Look

Primes search for partners in supplier portals and federal databases. Keep your SAM.gov registration active, complete your profile in the SBA's Dynamic Small Business Search where it applies, and register in each target prime's supplier portal.

3. Lead With Proof, Not Promises

A prime is taking a risk on you. Make that risk feel small with a one-page capability statement, two or three short project examples, references, and proof of insurance and licensing. Show capacity you really have today.

4. Show Up Before the Solicitation Drops

  • Attend industry days and pre-bid conferences.

  • Introduce yourself to small-business liaisons with a short, specific email.

  • Ask what upcoming opportunities they are tracking and what they need from partners.

5. Make Teaming Easy

When an opportunity is live, respond fast with clear pricing, a defined scope, and the documents the prime asks for. Put roles, scope, and expectations in writing through a teaming agreement or subcontract reviewed by your own advisor.

6. Perform, Then Ask for More

Your first subcontract is your audition. Deliver on time, communicate early about problems, and keep clean records. Strong performance builds the past performance you will need to eventually pursue prime contracts yourself.
