Prevailing Wage and Certified Payroll: An Admin Checklist Before You Staff a Public Project
Winning a public construction or service contract is exciting, but before your crew sets foot on site, the labor-compliance paperwork needs to be ready. On many federally funded projects, prevailing wage rules and weekly certified payroll are part of the deal. Here is an admin checklist to help you prepare, so compliance does not slow down your first payment.
Know Whether Prevailing Wage Applies
Federal construction contracts above $2,000 are generally covered by the Davis-Bacon and Related Acts, and many states and localities have their own prevailing wage laws. Read your contract and solicitation carefully, and confirm coverage with the contracting officer or the U.S. Department of Labor's Wage and Hour Division.
Pull the Right Wage Determination
Find the wage determination named in your contract (federal ones are posted on SAM.gov).
Match every worker to the correct labor classification for the work they actually perform.
Check fringe benefit rates as well as base hourly rates.
Set Up Certified Payroll Before Day One
Covered contractors usually submit certified payroll weekly. The Department of Labor offers optional Form WH-347 for this. Set up your payroll system or service to capture hours by classification, rates, fringes, deductions, and a signed statement of compliance.
Get Your Paperwork in Order
Worker records: classification, hours, rates, and pay stubs.
Apprentice documentation, if you use registered apprentices.
Required job-site postings, including the wage determination.
Subcontractor flow-down: make sure your subs know the rules and submit their payrolls to you.
Check State and Local Licensing for Your Team
Separate from wage rules, your trade workers and company may need state or local licenses, registrations, or permits. Make a simple matrix of each role, the license it needs, the issuing agency, and the renewal date.
Build a Weekly Compliance Habit
Pick one person to own compliance, review payroll before it is submitted, and keep copies organized by week. Small, steady habits prevent the payment holds and corrections that often hit first-time public contractors.
